it is not productive to play the numbers game and seek to confirm any definitive number. no one disputers that large numbers have been killed.

there is passivity, bordering on an abdication of responsibiity, which affects the way in which key institutions and actors approach their responsibilities in relation to such human rights concerns.

the ombudsman's office... in at least some situations the office operates as a de facto subsidiary of the DOJ
